It works for me with a different chip:

igphy0: 10baseT, 10baseT-FDX, 100baseTX, 100baseTX-FDX, 1000baseT, 1000baseT-FDX, auto

I would guess that support for the 82801 chips doesn't work as good as it should. Could you please try booting a NetBSD-current kernel to check whether the
latest wm(4) driver works better for you?
