I have improved upon my original OpenBSD carp(4) logging patch by
merging the FreeBSD patch into NetBSD 4.

I have file NetBSD pr#: kern/38260

There are still some issues with the CARP_LOG macro -- thus some message
get a duplicate interface name prefix. The C99 style macro in FreeBSD
doesn't port cleanly.
