I'm confused by this.  I thought the limits could be set via the standard
ENVSYS_SETDICTIONARY ioctl.  Specifically, it looks like there is support for
USERPROP_CRITMAX and USERPROP_CRITMIN according to
sys/dev/sysmon/sysmon_envsys.c
