Log Message:
Reduce differences between bpf and bpfjit, round 2:

 - reject to compile jumps with invalid opcodes
 - compile A << X and A >> X with a junk value in K
 - emit 32bit lshift instructions to shift by 32 and
   more "correctly" (it's undefined behaviour)

One case remains different on purpose: bpf accepts
shifts by any constant K, bpfjit rejects compilation
of shifts by more than 31.
