defaulting quotas=NO

The time difference used to be massive on machines running NIS

confirm quotas are not enabled and then exit is very small.

Having said that I would support defaulting quotas=NO, providing
we also clean up other startup scripts which do not need to run by
        default...

Allow me to adjust my position - fighting broken code at work
is making me curmudgeonly. I agree we should default quotas=NO.
