"cvs import" vs. "cvs add" (was Re: CVS commit: syssrc)

I guess I was thinking in the back of my mind how new packages are
"imported".  From the Packages.txt file for new packages:

        cvs import pkgsrc/<category>/frobnitz TNF pkgsrc-base
