We keep bumping ABI for libraries for external projects such as OpenSSL,
I don't see any difference with LLVM here. Exporting LLVM/CLANG/etc
libraries does not mean that ordinary programs prebuilt with Clang will
stop working on version bump.

I intend to treat the MESA case as orthogonal to LLVM.

And on an unrelated note we could just merge xsrc into src/, it's not
longer heavier compared to a copy of GNU and LLVM toolchains.
