satmgr feature

Folks,

Here is the short description of sandpoint satmgr(4).
- simple interface to receive and send uninterpreted byte(s).
- select/poll/kqueue on read side. oversized write will block.
- since there is little chance to have consisitency among
how many buttons and LEDs on each NAS are and how they
are lablled on chasis, NetBSD/sandpoint kernel doesn't attempt
to assign "meaning" of the byte and sequences. Then it's free
that programs that know what Button/LED are achieve their own
aim.
- satmgr(4) makes possible to have NAS CGI features with the
least amount of programming efforts.
