rust 1.47.0 for 32-bit earmv7hf/9.0

Hi,

I've also managed to build rust 1.47.0 "natively" on a qemu-
emulated 32-bit armv7 system, and the result can be picked up
from the binary package at

ftp://ftp.NetBSD.org/pub/NetBSD/misc/he/rust-earmv7hf-9.0_STABLE-1.47.0.tgz

This one depends on

curl>=7.70.0nb2

As with 1.46.0, it's not been straight-forward to build this -- on the
initial try the build always bombs out while building "rustc_middle"
with an exhausted virtual memory space.  However, restarting the build
(more than once...) eventually results in the above package.  So to
save others from the time and frustration, I upload the above.
