This is possibly mitigated by using COMPAT_NETBSD32 on aarch64; while
user address space is restricted to 2GB on armv7, it is full 4GB for
COMPAT_NETBSD32 on aarch64.

I've not tried rust itself, but build some packages for armv7 by
installing earmv7hf userland into /emul/netbsd32 and chroot there on
aarch64 machines.
