The build of GCC is very sensitive to its environment and the compiler
used to build it, and also there's absolute trash like fixincludes which
generally just breaks things. Add in the large number of differences
you've shown in configure options between the two builds and it's
basically impossible that they will behave the same.
(Reason number eleventy billion that I have my own GCC packages).
