gotosocial updated to 0.21.3

I've just updated gotosocial to 0.21.3, prepared by m33 in pkgsrc-wip.

If you're using this, please note:

Before starting GoToSocial v0.21.3, first adapt the configuration
file, then do not interrupt as a database migration will take some
time.  See
