mktool patch decision

Hi!

With my pkgsrc-pmc hat on: the mktool patch can be merged.

The advantages are:

- lots of speed ups if enabled
- no change if not enabled (which stays the default)

The disadvantage:

- allowing a rust tool in the infrastructure might lead to rust being
  a necessary part of the infrastructure

I don't see this as a realistic problem.

But to make it explicit: rust will not be allowed to become a required
part of the pkgsrc infrastructure.
