You can start with 'url2pkg' on the latest source link from the
release page, i.e.

url2pkg https://github.com/arduino/arduino-cli/archive/refs/tags/v0.35.2.tar.gz

and then go from there.

If you get stuck, put what you have in wip and we can take a look :)
