Unfortunately, even when devel/gettext is installed, lang/php80 seems completely ignore it and still complains about the missing of -lintl.

libintl is indeed installed by devel/gettext on pkgsrc:

$ ls /test/pkg1/lib | grep intl
libintl.a
libintl.la
libintl.so@
libintl.so.8@
libintl.so.8.2.0*
