This works fine for me on Tribblix m24. Tribblix has been one of my pkgsrc test platforms for a few years now, though I don't test bootstrap terribly often. I mostly just follow Tribblix upgrades and run pkg_rolling-replace.
The default PATH environment variable on Tribblix: /usr/gnu/bin:/usr/bin:/usr/sbin:/sbin
Where does this get set in a fresh m24 install? On my system, upgraded repeatedly from a much older initial install, I see /usr/gnu/bin listed last in the PATH set in /etc/default/login.
