I wasn't aware that the macOS SDK was available as a separate download (apart from XCode)? Even checking the "Other Downloads" at developer.apple.com I couldn't find it.
That said, it is possible to install a specific version manually (see, eg, [1]) but that requires some manual intervention and/or obtaining it from "other sources"...
