Running under 'ktruss', it appears that 'xfig' is not looking under
"/usr/pkg/share/X11", but at:

  $HOME/.Xdefaults-$(hostname)
  $HOME/C/Fig-Color
  $HOME/Fig-Color
  $HOME/C/Fig
  $HOME/Fig

  /usr/X11R7/lib/X11/C/app-defaults/Fig-Color
  /usr/X11R7/lib/X11/app-defaults/Fig-Color
  /usr/X11R7/lib/X11/C/app-defaults/Fig
  /usr/X11R7/lib/X11//app-defaults/Fig

And since none of these exist, it complains.

Shouldn't a package built through pkgsrc know to look under
LOCALBASE (or PREFIX) for its config files rather than under the
base system (or in addition to it)?

Or is this a matter of adding "/usr/pkg/share/X11/app-defaults" to
something like XAPPLRESDIR?  I though that had not been necessary
for a long time now?
