My i386-machine is still busy at the moment so I tried your suggestion with NetBSD 8.0/amd64 first.

Out of the box I got the same error message:

	make[2]: don't know how to make ./libavrdude.a. Stop

I then removed both lines ("MAKE_JOBS_SAFE=no" and added gmake to USE_TOOLS) and it built successfully.
