driving pbulk

I had a successful pbulk run. I then update a package mentioned in the

  limited_list=/usr/pbulk/etc/pkglist.conf

list, so its DISTNAME changes, but then

# ENV=/etc/shrc chroot /tmp/sandbox /usr/pbulk/bin/bulkbuild
# echo $?
0

How should I start the bulk build?

(If I blow away the sandbox and start again, the build works)
