I believe this is a pkg_chk issue.  pkg_config was still in the the
pkg_chk config file, once I removed the reference to it, I seem to be able
to update OK.

pkg_chk is currently updating a few packages for me, it is well past where
pkg_config was blocking me before... fingers crossed... thanks!
