I am not seeing this issue on any NetBSD machine.  I would
suspect a network configuration error. Do you have issues
with any other CVS repository? For example, maybe try
accessing OpenBSD's CVS repository:

cvs -qd anoncvs%anoncvs.ca.openbsd.org@localhost:/cvs get -P src
