Well, since I didn't have a setup for that, I hadn't tried it.
But since you asked, I tried it, and it *does* work when I build
unprivileged using Xcode's tools and not in a chroot!  I also
tried building with the DEVELOPER_DIR environment variable set to
"/Library/Developer/CommandLineTools" and that worked too!

Hmm, so maybe the problem only shows up inside a chroot on OS X
Yosemite??  This is killing me!  I'd be very curious to know if anyone
else can build devel/gmp on OS X Yosemite (preferably 10.10.4) in a
chroot.  Joyent is building 32-bit packages on OS X Snow Leopard (10.6)
and 64-bit packages on OS X Mavericks (10.9) [1].
