prevent to generate binary package in ${PACKAGES} from the side effect of
`install' with USE_DESTDIR=yes.
This changes prevent to unwanted overwite of existing binary packages with
test installation (`stage-install', `replace' & `undo-replace', and so on).

To do both `install' and `package', you can still use `package-install' target,
same as USE_DESTDIR=no.

To generate a diff of this commit:
cvs rdiff -u -r1.18 -r1.19 pkgsrc/mk/
cvs rdiff -u -r1.13 -r1.14 pkgsrc/mk/install/
cvs rdiff -u -r1.14 -r1.15 pkgsrc/mk/install/
cvs rdiff -u -r1.23 -r1.24 pkgsrc/mk/package/
cvs rdiff -u -r1.1 -r1.2 pkgsrc/mk/pkgformat/pkg/ \
