Does this match the behavior you're seeing? It would not surprise me
if firefox had the same underlying problem and for some reason it's
only just materialized.

I can't really tell. The restore previous session menu item is
always disabled, whether firefox is configured to automatically
restore the session, or not. (And I don't know how to open a new
window fast enough when it's automatically restoring.)

It seems likely it's related, though...
