I took a few looks at this.

AFAICT, this is broken independently of DESTDIR, as the distribution
contarins a precompiled (to byte-code) module that's too old for
our OCAML compiler/run-time.

The current version of ocsigen is 1.3.4, and if nobody will beat me to
it (this is an invitation), I'll look at it eventually.
