A quick poke with ktrace and tcpdump shows that 
printbackends/libprintbackend-cups.so is loaded and /etc/cups/client.conf 
is read and the cups server is connected to but _no_ ipp protocol traffic 
is sent - we get the 3 way handshake on the tcp connection followed 6 
seconds later with a FIN with no higher level protocol traffic in between.
