build failure: print/tex-IEEEtran

I'm trying to build print/tex-IEEEtran on 5.99.01-amd64.  When I do a
'make fetch', it tries several times, each time downloading
IEEEtran.zip to /usr/pkgsrc/distfiles/tex-IEEEtran-1.7, and then saying
things like

        fetch: Unable to verify fetched file IEEEtran.zip

a message I've never seen before.  (Note that this is a 'make fetch',
not a 'make checksum'.)
