"arm32" is not a normal term.
The evbarm port is built for earmv7hf-el. The NetBSD installer can be
run in upgrade mode. There are instructions. I personally would lean
to 11-beta, but the most recent formal release is 10.1. Install bits
and instructions are at
https://ftp.netbsd.org/pub/NetBSD/NetBSD-10.1/evbarm-earmv7hf/
There are currently binary packages for earmv7hf-el at
https://ftp.netbsd.org/pub/pkgsrc/packages/NetBSD/earmv7hf/
for 9, 10, and 11(beta).
