Build time configuration is bad, it should be detected at runtime.
On NetBSD that is done via 

	sysctl machdep

e.g.:

machdep.fpu_present = 1
machdep.hwdiv_present = 1
machdep.neon_present = 1
machdep.simd_present = 1
machdep.simdex_present = 1
