route_enqueue: queue full

Had to hard reboot a VM twice now in the past two weeks. This time I
was able to get to the console, it was getting slammed with messages
like these:

It seemed to otherwise be functioning fine for everything except
networking. Attempted to gracefully shutdown and then it hard froze.

System is NetBSD 9.1, amd64, on a Xen hypervisor (rented so I don't
know it's specs.)

Anything I can do to try to narrow down a cause? Time for an upgrade
maybe?
