Sorry, but vlan or not is independent of forwarding. You can have, if you insist, forward between two different networks on the same cable and interface without vlans.

But I read you want some sort of VPN. Your VPN software will create a virtual interface.

Forwarding to/from your other interfaces is normally done by your OS kernel.
