FWIW, I have this
https://cdn.netbsd.org/pub/pkgsrc/packages/NetBSD/amd64/10.0_2023Q3/All

in:
/usr/pkg/etc/pkgin/repositories.conf

and updating binaries from pkgsrc using pkgin(1) worked fine
for me.  The Dir was populated IIRC last week or so (?)

Note, I updated to the latest 10.0 BETA first.
