9.99.98 is very close to what will be NetBSD 10.0 (hopefully soon).
The recent NetBSD 9.3 release is just a bugfix update to the old NetBSD 9.x
series. There is lots of improvements in 9.99.98 (and will be in 10)
that never made it back into the stable branch (so are not in 9.3).
