I just looked at github.com (which I remembered):

git clone https://github.com/NetBSD/pkgsrc

You can also put src, xsrc, or pkgsrc-wip in place of pkgsrc, in which case you get that/those repositories.

I use cvs rather than git, because it is the source of truth until NetBSD switches to Mercurial.

I am curious about the estimated time when that will happen.
