UEFI timeout

Greetings,

I have new -9 box which seem to ignore timeout parameters
in UEFI bootloader. It show menu, but always start system
immediately like having timeout=0.

But:
[kab00m@alba ~]$ cat /boot.cfg
menu=Boot normally:rndseed /etc/entropy-file;boot
menu=Boot single user:rndseed /etc/entropy-file;boot -s
menu=Drop to boot prompt:prompt
default=1
timeout=10
clear=1

[root@alba kab00m]$ installboot -ve /mnt/efi/boot/bootx64.efi
File system:         /mnt/efi/boot/bootx64.efi
Boot options: timeout 10, flags 0, speed 115200, ioaddr 0, console com0

It has serial console and maybe there is junk in buffer

Is there anything I missed?
