propose repo nomenclature

Hello Netizens,

I think we can have repo for _STABLE  branch as
"http://nycdn.netbsd.org/pub/pkgsrc/packages/NetBSD/amd64/8.0_STABLE/All/" for pkg_add or pkgin

so when first Q1 packages are released it will be 8.0_STABLE and then when Q2 is released 8.0_STABLE >> 8.0_2019Q1 but 8.0_2019Q2 will be 8.0_STABLE so people following can be maintained as -current users

"http://ftp.ee.netbsd.org/pub/pkgsrc/packages/NetBSD/amd64/8.0_current/All/"
