Ok, here is a clue:

# sshguard 
sh: cannot open /etc/ipf.conf: no such file
Could not init firewall. Terminating.

Created a blank /etc/ipf.conf and did:

# /etc/rc.d/ipfilter start
Enabling ipfilter.

Still:

# sshguard 
Could not init firewall. Terminating.
