The same problem also occurs on other setups not involving NetBSD,
Google found some people trying this with an RPI running Linux + Arduino
with exactly the same symptoms.

A workaround might be to trigger an extra round of USB scanning
(assuming it's uhub0 where the arduino is attached) with:

drvctl -r -a usbdevif uhub0
