/      -network 10.8.0.0 -mask 255.255.255.255 -maproot=root

Unless 10.8.0.0 is the client's address (and you have net.inet.ip.hostzerobroadcast=0 to make use of the all-zeroes sublet address), your subnet mask will not match any host.
