Well, if I run 'file' on the aforementioned links, I get, e.g. "chgrp : broken symbolic link to /sbin/chown". I could have been clearer, you're right. :)

This is all on purpose, why do you think anything is broken?

No, they are not on the install CDs (as they are not actually required
at installation time).
