As far as I'm aware it does, yes.

disklabel wd0 returns a label, and disklabel -e wd0, making an edit
then saving persists across reboots.

Mind you I do get:

(root:/usr/src)# disklabel wd0
# /dev/rwd0d:
type: ESDI
disk: Hitachi HDP72505
label: fictitious
      ^^^^^^^^^^^^

So I must confess to not being 100% sure.

Mind you, wd1, which the bootloader /can/ see and boot from also
reports a fictitious label:

(root:/usr/src)# disklabel wd1
# /dev/rwd1d:
type: ESDI
disk: Hitachi HDT72503
label: fictitious
