Are you sure about that order?  When I look at /etc/rc.d/wpa_supplicant, it says

        # PROVIDE: wpa_supplicant 
        # REQUIRE: network mountcritlocal 
        # BEFORE: NETWORKING dhclient 

What does your machine say?
