I also know nothing about GNOME but for normal startx/xinit/xdm X
sessions setxknmap(1) works fine.

~/.xinitrc (and ~/.xsession):

   ...
   setxkbmap -layout us,ru,by -option grp:toggle
   ...

Of course, you can run setxkbmap manually, e.g. for testing purposes.
