No, PAE became mandatory with this Xen release.

Question comes from NetBSD/i386 do not support PAE, so it
becomes unusable with Xen 3.3.

You have multiple options to work around this:
1.) Use a NetBSD/amd64 5.0.1 dom0.
2.) Use Xen 3.1.4 (available in pkgsrc/sysutils/xenkernel3).
3.) Use NetBSD-/i386 current dom0.
