security announcements to security-announce

Recently four security advisories were sent to tech-security@, to
netbsd-announce@, and to current-users@, but only one was sent to
security-announce@, according to my inbox and to the web archive at
<http://mail-index.NetBSD.org/security-announce/tindex.html>.  Why
might this be?
