ulimit is documented in the sh(1) and ksh(1) manual pages. (It is a shell 
builtin.)

By the way, that old email posting you referenced had bogus details. It 
complained about setting proc.curproc.rlimit.descriptors.soft as not 
working -- but it did! The example in that old email was setting the limit 
for the sysctl process itself :) The follow up to that old email actually 
had the same answer to use ulimit -n.
