I've had LAN-on-motherboard wm(4) interfaces on some machines have
spurious link speed downgrades. The problem turned out to be the output
filter capacitor on the power supply unit's 5 volt standby rail.
Eventually this bulging capacitor got so bad the machine wouldn't start.
Replacing the PSU got it all working normally again.
