A great suggestion and I 'll add turning on dhcpcd debugging and looking at all 3. Besides -v, tcpdump prints timestamps and those were omitted. Also the lines were miswrapped making them very hard to read. It looks like there are neighbor solicitations and I am not seeing the replies. Are you really sure you aren't blocking ND replies in a firewall? Also add to your time history the packets that were blocked, with timestamps.
