Are you using pkg_rolling-replace? It is definitely something local -
I just finished a build as follows:
...
/usr/pkgsrc/editors/emacs make install
===> Installing for emacs-26.1

=> Automatic manual page handling
=> Generating post-install file lists
=> Checking file-check results for emacs-26.1
=> Creating binary package
/usr/pkgsrc/editors/emacs/work/.packages/emacs-26.1.tgz
===> Building binary package for emacs-26.1
=> Creating binary package /usr/pkgsrc/packages/All/emacs-26.1.tgz
===> Installing binary package of emacs-26.1
/usr/pkgsrc/editors/emacs emacs
/usr/pkgsrc/editors/emacs uname -a
NetBSD marge.lorien.lan 8.99.31 NetBSD 8.99.31 (GENERIC) #5: Wed Jan
23 11:43:01 GMT 2019
sysbuild@ymir:/home/sysbuild/sysbuild/amd64/obj/home/sysbuild/src/sys/arch/amd64/compile/GENERIC
amd64
.....

amd64 -current from yesterday, -current pkgsrc. Works.

Some of the packages which emacs needs has not been upgraded.
